Sadly, Larry McKinley passed this year, and this is his memorial in the Legends area of Jazz Fest. Larry was a well known radio personality in NOLA among other things (see the blog when it appears), and he is also the "voice in the cooler" that provides information to Jazz Festers as they enter and exit the Fair Grounds.
